A person may have the spiritual gift of pastor or teacher without an official position in the local church because these are not positions given or elected to by man.
What must a church do if its "senior pastor" doesn't have the spiritual gift of pastor?
If a senior pastor does not have the "spiritual gift" of a pastor then those in charge of the administration in and leading the local congregation ought to prayerfully seek God's guidance in locating a person with the "spiritual gift" of pastoring.
Who gives these gifts?
The spiritual gift of pastor or teacher is given by the Holy Spirit. The Holy Spirit gives these gifts as He desires.

Q3. (Ephesians 4:11) How could a person have the spiritual gift of pastor or teacher without having an official position in a church? What must a church do if its "senior pastor" doesn't have the spiritual gift of pastor? Who gives these gifts?
First off the gift spoken of in ( Eph. 4:7-17 ) are given to the church by the Son of God they are the hands of Christ given to the body. they are pivotal in assuring that the gifts are applied to the body for to prepare and equip God's people so that we may reach unity in the faith and grow into fill maturity of Christ
Ephesians 4;7-16 not only indicates the 'office gifts' Christ has placed in the church along with their purpose. tThe ministry of these leaders is to "equip " the body by assisting each person: (1) to perceive the place the Creator has made him to fill, by His creative workmanship in him, it opens to his realization of what he was made to be; (2 ) to receive the power of the Holy Spirit, and begin to respond to his gifts for edifying the church and evangelizing the world. The Five fold gifts are the govermental gifts of the body.
The word "Pastor "comes from a root meaning " to protect " , from which we get the word " shepherd," It implies the function of a shepherd/ leader to nurture, teach, and care for the spiritual needs of the body. There are many in the body who have the heart of a shepherd who can nurture the hurting and wounded. I know it sounds strange not having a physical leader. But in a local assembly , with brothers an sisters who are wholly dedicated to the Lord and not concerned with personal agendas, it works. For where there are two or three gathered in my name, I am there in their midst( Matthew 18: 20 )It is Jesus who is doing the gathering. He brings together the local assembly, not some man or organization. Ait is He who leads the Spiritual Gift. The church must pray the Pastor will get on His face before the Lord and weep for the anointing of the Spirit in His leadership ministry.

Thats when the elders or "governing" [ i use this term loosely] body need to bring everybody together for prayer and to solve the issue in love.
Our Lord is the one who gives these gifts and these gifts should give the glory back to Him

Apiritual gifts are given by God, not men. Someone in a church might have such a gift and it is not recognised or understood by the leadership. If opportunities are not available then such gifts remain hidden
If the senior pastor is unable, for whatever reason, to shepherd the church, then others must be appointed to the task, otherwisee the flock will simply go elsewhere. They want and need some attention from a pastor.

I feel that when a person does recognize their calling, they will no doubt want to try to do what God has called them to do. They will want to seek Bible School and really get prepared to Pastor a church or to teach.
Part 2) In my opinion the Pastor should have the spiritual gifts., Without these, he will most likely not make it as a Pastor. The church will die without an annointed Pastor. The deacons/elders should pursue removing him as the Church Shepperd. The church needs a Pastor with the Spiritual Gifts.
Part3) Spiritual gifts comes from God through the Holy Spirit.

The Holy Spirit has given each Christian special gifts for building up the Church. We are to do our part with the Gift that God gave us. If it for Pastoring or teaching and you do not have a Church , just start a Bible Study in your area and go head with that gift.

If they are not envolved in a church they could start a small group, if they our in a church they could lead a Sunday school class.
Pray for the pastor and also for the church to see what God is wanting done in the church at that time, it could be he wants us to help the pastor grow or find another pastor with the gift.

The pastor of a church is chosen by God. In looking at the needs of a given congregation the Lord will put a person suited to that paricular church. The individual may not be gifted as a pastor but as a teacher, as come churches do instead of preaching.
As stated in a previous question, all good gifts come from God.

A person could have the spiritual gift of pastor or teacher and not have a official position in the church, the reason for this is because it is not required. What is required of the church is that we serve God. Because first and foremost we must all understand that Jesus is the head of the church. If you understand who you serve than you are not seeking a title or position you know that you are a servant in the House of the Lord.
If the senior pastor does not have this spiritual gift we must pray for this individual and for our church so that this gift may be given to this pastor and to others in our congregation. Who gives these gifts, well The Holy Spirit gives these gifts.

The gifts are given to those that make themselves available not just those that qualify through training or schooling and no office can dicate who has the gifts or not. Any pastor who is over the flock should have the spiritual gift of pastor and teacher if not I would say he needs to check up and see if he is God called or by his own desires or another's.
God is always the giver of gifts and they are always His gifts to use how he wants them used not ours for our use.

A senior pastor who has no spiritual gift of a pastor needs the full support of those membbers who have the pastoral gift. He should however be humble enough to accept that he needs such help.
God is the giveer of spiritual gifts.

a person could have this gift by visiting the sick and shut in, or by teaching faimly and friends. Some one who choses to have a street ministry could also be considered a pastor or teacher. Someone who take the time to have a prison ministry can also be considered a pastor and teacher.
They need to get him the help he need in filling those positions and lead him to continue the ministry that the Lord has blessed him with.
They are given by the Spirit, from God the Father, All good things come from the Father of the Heavenly Lights according to James and I can't think of and better blessing than to be annointed to preach the Gospel of Christ and teach His flock.

Spiritual Gifts are the special endowments of supernatural energy, yet not to be idolized for they come with tremendous responsibility. Yet Paul tells us that we should eagerly pursue love to cultivate love into our society around us. 1 Corinthians 14:1-3 He tells us we should desire spiritual gifts, but that he rather that ye may prophesy. The prophet is Spirit led and is the mouth of The Lord. It‘s main purpose is to communicate God’s message to people, providing elevated insight, warning, correction, and encouragement. I Corinthians 12:3
A pastor may have this gift as well, but a pastor should have been planted by The Spirit of God, working through their life. The evidence of the spirit of the Lord, in their life, would show spiritual gifts as needed. If folks recognize these gifts as spiritual and not idol, they would not need an official position in the church. I don’t think anyone with these gifts must have a position in the physical church, but if one has these gifts , evidence of the Spirit, and are not utilized, God will move them to where they will be utilized. God doesn’t approve of idol worship.
Paul continues in1 Corinthians 12: 1-3 to tell us that if a gift is given, we must be informed that the receiver of the gift will testify that Jesus Christ is Lord. Other wise they would be considered a false teacher. We as wise spirits seeking truth, must always discern and test their credentials by finding out what a pastor teaches about Christ. Paul had a yearning deep with in him. I think this is a grand exposition of a true warrior for Christ Jesus. If one diligently seeks truth and diligently seeks the Word of God, taking up that cross daily, the yearning would become an outward appearance by action. Paul’s action was that he never stopped going and his faith kept him encouraged which encouraged others. Faith will do that. To go, is 2/3’s of God! Paul kept going, never giving up the race.
The scripture in KJV says: And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers;
I believe it could have been transcribed this way: And he gave some to apostles; and some to prophets; and some to evangelists; and some to pastors and teachers; (some being more than one gift)
The way it was transcribed leaves me to understand that God gave some to be this, some to be that. All gifts given are by the Spirit of The Lord and are to promote a unity of oneness, yet not to dissect us from our individuality. All gifts were given to build up and to not tear down. We are to look for ways to share our gifts once we recognize them in our life and to use these gifts to strengthen and encourage. This is spiritual progress of the manifestation of the Holy Spirit who is seeking to gain control of the body to bring it into alignment for the latter days gathering.
What must a church do if its "senior pastor" doesn't have the spiritual gift of pastor? PRAY!
Who gives these gifts? Already answered…
Another point I'd like to add is that God is no respecter of persons. I don't think titles are high on His list either. If God wants someone to have a gift, it will be sent to that person. I believe that God can move people into a position of recognition, but it is by His power of the Holy Spirit. In other words to clarify myself, God might not impart a gift to a person who calls themselves into the clergy

If the senior pastor does not have these gifts, he still needs to be encouraged to let his real gifts come to light & to pray fervently for him.
The Holy Spirit gives these gifts!!

As it was stated, a person can operate in a pastorial role without having the official title. Take for instance a ministry leader. A ministry leader pastors those that are under him or her. They are responsible training and teaching the truth to those are under them. I believe that's why there should be ministry heads so that they may take on this role of pastoring those that are under them. We should pray that the senior Pastor will allow God to develop the pastorial gift in him or her. All good and perfect gifts comes from God.
