What does it mean, “They were all filled with the Holy Spirit”? Weren’t they already filled with the Spirit?

Why wouldn't the vat be filled to the brim with the Holy Spirit every hour of every day? This must mean that as we go through our daily routines, we're NOT filled with the Spirit, but as we need the Holy Spirit to do a particular assignment, He comes into us or fills us.

Perhaps the "amount" of Spirit we have is directly proportional to the difficulty of the assignment before us?

This makes me wonder about people who have had a second baptismal experience of the Holy Spirit. Can you command the HS to fill you like this? If so, what is the assignment that requires such an infusion?

As an aside, I've noticed that many fillings of the Holy Spirit happen when words need to be spoken. Even in tongues. The five verse you listed, except, perhaps, the fourth, all deal with speaking. Do we get a special infilling of the Holy Spirit when we need to witness bravely or say just the right words? I would think so on the basis of these verses.

Yes they were already baptized bya the holy Spirit when he came at the day of the Pentecost.

But when the bible says they were all filled with the holy Spirit, this implies the following two great facts; 1. Holy Spirit baptizes us into the body of Christ(1 Corinthians 12:13) 2. Jesus baptizes us in the Holy Spirit(Matthew 3:11).

Therefore from the two facts above, we can concentrate on the second in which we can see when the disciples prayed for boldness they were asking Jesus to give them power to proclaim His word confidently. And how the Lord responded It's amazing, the bible says the earth were Shaken and they were all filled with the Holy Spirit.

That means whenever we ask the Lord to do something which is according to his will, and at this particular phenomenon; strength,enablement to preach his word, The Lord will fill us again with the power through the Holy Spirit in which we can stand and do it boldly no matter what circumstances is facing us.

Q2. When we become Christians and commit to following Christ we are filled with the Holy Spirit. We need refreshing and a refilling of the Spirit often but especially when we are about to do something in the way of ministry or doing something out of our comfort zone. By praying and asking God for a fresh filling of His Holy Spirit we are acknowledging our dependence on the Holy Spirit and our own inadequacy in the face of the job in hand. By doing this we are giving God the glory and not taking it for ourselves.

They were soaked with the power of the Holy Spirit.

Weren't they already filled with the Spirit?

They were filled with the Holy Spirit before but there is need for refreshing or refilling with the power of the Holy Spirit over and over again.

This is not the baptism of the Holy Spirit which took place at Pentecost. Which takes place once in the life of a believer at salvation – the first yielding to the Spirit’s power. We need to be continually filled with the Spirit to enable us to live a life in obedience to our Lord, to help us become more and more like Jesus Christ, and to help us persevere, that is keep us on the straight and narrow path. To look for opportunities in our family and neighbourhood to talk about Christ, and not to be scared of rejection, and embarrassment. As believers they receive a new outpouring of the Holy Spirit, who fills them with courage so that they proclaim the Good News. This enables them to receive the boldness they asked for. Their boldness was a gift from God, received through prayer. It was not something that they tried to create in themselves. This gave them the boldness that they needed to continue to serve God in spite of official opposition. It was a new filling of the Spirit to equip the believers to serve the Lord and minister to the people.

Weren't they already filled with the Spirit?

Yes, they had been filled but it was a continuation.  They requested daily empowerment. We need to be equipped daily for what we face on that day.
