Q1 At this point, God seems to consider Joshua and "the people" as one and the same. Vs 2 refers to the children of Israel while vs 3 is directed to Joshua.

Q2 This is a promise to Joshua that each one of us should consider as a life verse. It is so comforting to know and claim God's promise that he will never depart from us. We are admonished to be strong (resolute in acting as we know we should) and courageous when facing those situations where our human spirit cowers over our perceived consequences.
