God promises to pour out his Spirit on all people. He promises that sons and daughters will prophesy, old men will dream dreams, young men will see visions. All who believe that Jesus Christ is the son of God and that we come to God through him will be the recipients of these promises. God promises us a new heart and a new spirit. With this new heart, we will follow his decrees and keep his laws.

God said "A shoot will come up from the stump of Jesse" meaning that the Messiah will come from the line of Jesse - he will be a direct descendant, which he was via David. The Messiah will be God's chosen one - God will put His Spirit on Him. The Messiah WAS anointed by God. God's Spirit did come on Him. The Messiah did do what was promised.

The Holy Spirit enables the 70 Elders to lead the people. When the Holy Spirit came upon them, they prophesied. Moses longed for the Holy Spirit to come on all of God's people because he wanted to share the load. He wanted to take some of the responsibility.

The primary purpose of God putting his spirit upon elected individuals in the Old Testament is to bring out their talents and abilities. The relationship is more intimate.
