Although Moses is part of Egypt's ruling class,he knows that he belongs with the oppressed Hebrews- that they are his people. He felt empathy for them but he lacks their support.I think the Hebrews are looking forward to a Deliverer rather than a 'judge' like Moses. He had the heart for his people but he acted alone without any help from God.
