First a situation or condition of heart is said to be blessed, then the reason for the blessedness is given. Jesus is showing the counter intuitiveness of KIngdom characteristics. Hence they appear as paradox. The characteristics of heart mentioned in the sermon on the mount are the characteristics of good soil in which the fruit of the spirit can grow.
